SECTION: BUSINESS AND NON-INSTRUCTIONAL OPERATIONS

FUNDS MANAGEMENT

A. West Milford Board of Education is responsible for the control of all funds of the school system, including internal school funds.

B. The Business Administrator shall be charged with overseeing school funds transactions. The Business Administrator shall report to the Superintendent of Schools and perform his duties in accordance with applicable laws and regulations.

C. Building administrators are charged with monitoring internal school funds and reporting their status to the Business Administrator, in a manner the school Business Administrator designates, via the Superintendent designates.

                    D. Budget as Spending Plan

                                        1. The administration shall establish a system of fiscal control to govern the administration of the                                            budget and the expenditure of funds.

                                        2. The Superintendent shall not permit expenditures of funds to exceed the major budget                                          classification allowance against which the proposed expenditure is the proper charge. The                                          Superintendent shall establish and operate budget controls for all schools and departments and
                                         shall administer the budget in conformity with legal requirements and the actions of the Board.

3. The Superintendent and/or his delegate may authorize purchases of budgeted items up to the New Jersey State bid threshold without prior Board approval.

4. The Superintendent and/or Board Secretary upon consultation with counsel when necessary shall assess the legality of all expenditures to ensure compliance with the public contracting and purchasing laws.

5. Emergency purchases in excess of the bid threshold may be purchased prior to a Board meeting with prior approval by the Budget and Finance Committee.
