FREE OR REDUCED-PRICE LUNCHES/MILK
A. Determination of Eligibility
1. Uniform criteria in each school to determine eligibility of children for free or reduced price meals shall be determined each school year by the United States Department of Agriculture published as Income Eligibility Guidelines for free and reduced price meals and as published in newspapers circulated in the County of Passaic.
2. Title of the local school official or officials in each school designated to determine which children are eligible for a free or reduced price meal under the established policy, shall be the Supervisor of Food Services/School Business Administrator.
3. Appeals from decisions on who will be provided a free or reduced price meal shall be directed to the Superintendent of Schools.
4. Lunch tickets will be issued by cafeteria supervisory personnel to children on the free or reduced price lunch and to those children who forget their lunch money. No differentiation shall be made as to the tickets issued each group of students. The cashier shall return all tickets to the lunchroom supervisor.
5. The West Milford Board of Education further agrees that the names of children determined to be eligible under this policy will not be published, posted or announced. Eligible children will not be required as a condition of receiving such meals to:
a. Use a separate lunchroom, entrance, or serving line.
b. Eat a different meal, eat at a different time, or use a different medium of exchange than paying children.
c. Work for their meals. (Children may work in the lunchroom but not as a condition or receiving the meal.)
B. Finance
1. Lunches may be served at reduced cost, or without cost, to pupils unable to pay according to the policy as prescribed by the National School Lunch Program.
2. Criteria for determining eligibility of children for free lunches shall be in accordance with the policy for determining eligibility for free and reduced price meals as established by the Food Program Administration, State Department of Education.
3. The price for school lunch will be fixed at a level calculated to encourage total participation in the program, and to operate a non-profit school food service program that is maintained for the benefit of the pupils, the income of which shall be used primarily for the operation and improvement of such food service.
