SECTION: CONSTRUCTION, REMODELING AND RENOVATION

DEVELOPING EDUCATIONAL SPECIFICATIONS

To insure that facilities being planned are designed best to implement the educational program, the Superintendent of Schools will provide for the establishment of educational specifications to apply when planning and building school facilities.

The educational specifications will include at least the following:

1. Description of the pupils to be housed (e.g., age level, type of program, etc.).

2. The kinds of education activities to be carried on (e.g., regular education, vocational, heavy emphasis on technology, science, special education, etc.).

3. The kinds and amounts of furniture and equipment needed.

4. The relationships among areas of plant and site (e.g., band room and library; playing fields and locker rooms, main office and general school control).

5. Special site considerations of aesthetics, traffic patterns, community use, etc.

6. Any other kinds of unique information that will give guidance to an architect in arriving at a solution.

Building Design

                    A. Plans and Specifications

Minimum standards for school building design, as specified in the state school laws, shall not be looked upon as limiting factors in creative school design.

The primary guiding principle in school design must be the educational program to be served. The Superintendent of Schools working with the staff shall prepare educational specifications to guide the architect in the development of building plans. The intangible matter of esthetics shall receive careful consideration.

Cost is, of course, a serious consideration. But true economy is a combination of original cost and long-term maintenance costs, on the one hand. On the other hand, it may more adequately be estimated in relation to the effects of the site, building and equipment on the unfolding minds of children.

The architect shall prepare plans for submission to the Board of Education which best reflect the above point of view.

B. Detailed Drawings and Shop Drawings

In coordination with district administrators, the architect shall prepare detailed construction documents and specifications that will enable the project to be bid.

C. "As Built" Drawings and Specifications

"As Built" drawings and specifications shall be prepared and presented to the district in accordance with the architect's contract.

"As Built" structures are to have flexible facility use to provide for maximum utilization.

D. Equipment

Equipment and furniture lists shall be prepared for each construction project by the business office.

Enrollment Projections

Enrollment forecasts shall be prepared under the direction of the Superintendent of Schools utilizing current enrollment information supplemented with data furnished by the county planning office and municipal offices.

Methods for forecasting enrollment shall include the following:

1. Public facility plan projections

2. Periodic student census

3. Principals' reports for current and projected enrollment

4. Review and evaluation of proposed re-zoning, if any

5. Review of approved building permits

6. Information submitted by builders and developers

7. Reports indicating anticipated and approved number of dwelling units resulting from submitted site plans.

8. District and regional live birth data.
