SECTION: BYLAWS OF THE BOARD
SCHOOL BUSINESS ADMINISTRATOR/BOARD SECRETARY
A. Overall Purpose:
1. The School Business Administrator/Board Secretary shall assist the Superintendent of Schools in managing the financial affairs of the school district.
B. General Goals:
l. He/She shall function as Secretary to the Board of Education and be
responsible for the administrative details pertaining thereto.
2. He/She shall assist the Superintendent by making appropriate
recommendations pertaining to the administrative and financial affairs of the school
district.
3. He/She shall be responsible for the management of the school business office and all administrative details pertaining thereto.
C. Specific Duties
l. Budgeting and Financial Planning:
Assists the Superintendent and the Board of Education in the development and preparation of the Annual Budget by furnishing information, statistics and other data and furnishing
specific recommendations relative to the needs of the office and its areas of responsibilities and activities
2. Purchasing and Supply Management:
Shall be responsible for the processing of all purchase requisitions and the arrangements and advertising for purchase of items contained therein.
3. Plant Planning and Construction:
Coordinates with the Superintendent and the Board, architects, attorneys and financial advisors in planning construction, contracting and the acquisition of suitable financing.
4. District Community Relations:
Plans with the Superintendent and the Board interpretation and explanation of the Annual Budget and other major areas and functions mentioned in these rules.
5. Maintenance of Plant:
Shall be responsible for the maintenance and custodial personnel, the overall maintenance of the buildings, grounds and the equipment of the school district and the purchase of supplies and the contracting of services in connection therewith.
6. Transportation:
Shall be responsible for the supervision of the Transportation Department including the business aspects of contracted transportation services for students and all reports related thereto.
7. Food Services, Athletics and Student Body Activities:
Shall be responsible for the accounting and financial control of all monies and funds connected with the Food Services, Athletics and Student Body Activities Programs and the rendering of monthly statistical reports in connection therewith. Assists other administrators in the operating control of these programs.
8. Insurance: Shall be responsible for all phases of the insurance program. Shall furnish the Board Attorney with Proof of Loss statements prior to transmitting to insurance companies.
9. Property Accounting: Shall be responsible for instituting and maintaining a property accounting and inventory system for all owned property and equipment.

Accounting and Reporting: Shall be responsible for the accounting system necessary
to provide the
Superintendent,
the Board and other administrators with accurate financial reports in all areas.
11. Personnel Management: Superintendent, the Board and other administrators with accurate financial reports in all areas. Shall recruit personnel for positions within the School Business Administrator's Office and assign employed personnel for effective performance of duties within the office. Shall initiate in-service training for existing personnel to upgrade their skills.
12. Shall be responsible for the administration of auditing procedures including pre-audit or internal auditing procedures and post-audit procedures.
13. Shall be responsible for all other duties as assigned by the Superintendent. (N.J.S.A. l8A:l0-l4.l)
14. Shall, in the absence of the President and Vice-President, designate a meeting chairperson as per Roberts Rules of Order.
