BYLAWS OF THE BOARD

COMMITTEES

In order to use the time, effort, and expertise of the members of the West Milford Board of Education effectively, the Board shall operate under a committee system.

A. Standing Committees

The Board may authorize the establishment of such standing committees from among its membership as it finds necessary to study operations in specific areas and to make recommendations for Board action. The following rules will govern the appointment and function of such committees:

1. The committee shall be established through action of the Board.

2. The committee chairperson and members shall be appointed by the Board President.

3. The committee shall be provided with a list of its functions and duties as established by Board resolution annually at the organizational meeting.

4. The committee may make recommendations for Board action, but it may not act for the Board.

5. The Board President and Superintendent of Schools shall be ex officio members of all standing committees.

6. A member of the Superintendent’s staff may also be named as liaison to each committee when appropriate.

7. All standing committees shall be dissolved at the end of the Board's year at the annual organizational meeting. They may be dissolved at any time by motion of the Board.

8. Standing committees of the Board shall include:

a. Education

b. Personnel/Student Affairs

c. Budget & Finance/Transportation/Operations/Capital Improvements

d. Negotiations

e. Policy

9. Committee membership shall include up to four Board members per committee, unless otherwise designated by the Board.

B. Special Committees

Special committees may be created for special assignments and liaison reports to the Board and may include, but not be limited to include:

1. Legislative

2. Community Affairs

3. Family Life

4. Special Services

5. Technology

6. Parks & Recreation

                                                            7. Superintendents’ Roundtable

                                                            8. Gifted & Talented

                    9. NJSBA

                   10. PCSBA

C. Committee of the Whole

The Board reserves the right to meet and work as a committee of the whole in informational, discussion, and exploratory sessions. No official action shall be taken at these meetings, unless so advertised.

D. Conduct of Community Meetings with Board of Education Committees or

Members of the Board

Whenever a Board committee or group of Board members meets with members of the public for the stated purpose of informally extending the Board’s desire to be cognizant of the problems, requests for assistance, complaints and suggestions of the members of the community, the following prescribed guidelines shall be in effect.

1. The presiding Board member will welcome the members of the public present.

2. The presiding Board member will read the following statement aloud:

                                        "The Board of Education has authorized these sessions so that parents and
                                          interested citizens may meet with us to make inquiries of and learn of the
                                          activities and structure of our school system, such as policies, matters
                                         relating to programs, budgets, and contractual obligations of the Board. At
                                          these sessions we must ask that you make no inquiries by name relating to
                                          your child or your children, but if there are any such questions, they should be
                                           referred to the Administration at the Board offices. You will find them willing
                                          to answer any question regarding your children."

"In addition, we ask you make no comments whether critical or not about any of the school personnel. Such persons have the right to be present when such comments are made. Should you have any such comments, they should be made to the administration. Let us have an interesting and informative session."

3. Presiding Board member should open discussions in an informal atmosphere and maintain brief notes on the subjects discussed which are to be the basis of a report about the meeting to the Board.

4. The presiding Board member, after consideration of meeting time limits, should bring the meeting to a close with appropriate remarks and record the time of adjournment.

5. A quorum of the Board cannot be present.
