PROPOSAL
RESOLVED, that The Board of Education of the Township of West Milford, in
the County of Passaic, New Jersey shall
(A) undertake the following improvements in the School
District (the "Project"): (1) improvement of the elementary schools,
the middle school and the high school by the renovation, upgrading of building
systems, undertaking of major repairs, making of site improvements (including
replacement of existing cinder track with an all-weather track at West Milford
High School), construction of additions (consisting of a new classrooms addition
at Maple Road Elementary School and a new media center addition at Paradise
Knoll Elementary School), and with respect to the following, if bond or note
proceeds are available, the acquisition of new furniture, equipment and
apparatus required for the additions; and (2) construction of a new
transportation garage at 51 Highlander Drive, including the making of site
improvements and, if bond or note proceeds are available, the acquisition of new
equipment and apparatus required therefor;
(B) expend therefor not exceeding
$6,173,688; and
(C) issue bonds or notes of the
School District for the local share of the Project in the principal amount not
exceeding $4,463,626. A
grant in the maximum amount of $1,710,062 (representing 40% of the final
eligible costs of the Project) for the State of New Jersey’s share of the
Project has been approved by the Commissioner of Education (the
"Commissioner") based upon the determination by the Commissioner that
the maximum final eligible costs of the Project are $4,275,156.
In the event the State grant is not made, is delayed or is reduced, the
School District is authorized to issue bonds or notes in a principal amount not
exceeding the total expenditure authorized in (B) above of $6,173,688. The following projects or project components are not eligible
for State support under N.J.S.A.18A:7G-1 et seq: replacement of
damaged curbing at Upper Greenwood Elementary School ("E.S.")
(preliminary estimated cost - $22,000); construction of a combined
playground/bus drop off area at Westbrook E.S. (preliminary estimated cost -
$104,500); field improvements at Westbrook E.S. (preliminary estimated cost -
$57,200); reconstruction of tennis courts at Macopin Middle School
("M.S.") (preliminary estimated cost - $165,000); replacement of the
existing cinder track with an all-weather track at West Milford High School
("H.S.") (preliminary estimated cost - $550,000); and New
Transportation Garage project (preliminary estimated cost - $556,800).
The Project includes $443,032 (consisting of $209,735 related to the
Maple Road E.S. addition and $233,297 related to the Paradise Knoll E.S.
addition) for school facility construction elements in addition to the
facilities efficiency standards developed by the Commissioner, or that are not
otherwise eligible for State support pursuant to N.J.S.A.18A:7G-5(g).
The eligible costs and local share of the Project have been preliminarily
allocated by the Commissioner as set forth below:
